Single-Weight Overseas Rate to Spain and Colonies = 10 centavos

On 13 March 1891, a Madrid Royal Decree lowered the single weight overseas rate to Spain and colonies from 12 4/8 centavos to 10 centavos. The decree was implemented by Governor-General Valeriano Weyler on 22 Aprl 1891, and remained in effect through 1897.
